Ann Finnegan

East Team Director/President of Community Impact Loan Fund, National Development Council

Ann brings more than 30 years of lending, finance, and development experience to NDC’s economic development and small business lending initiatives in communities throughout the United States. Prior to rejoining the National Development Council in 2019, Ann was a commercial and small business lender with Hudson Valley’s Kinderhook Bank, where she led the bank to nationwide recognition as a USDA guaranteed business and community facilities lender.  NDC is the oldest national non-profit community development organization in the U.S., founded in 1969 to increase the flow of capital to underserved urban and rural areas for job creation and community development through small business financing, as well as debt and equity for residential, commercial, public and non-profit facilities projects. Finnegan has also served as President of Grow America Fund (GAF), a Small Business Lending Company licensed by the U.S. Small Business Administration to make SBA-guaranteed loans to eligible small businesses.

 

Finnegan has a business degree from Siena College, and an MBA from SUNY Albany, and resides in Watervliet, NY with her husband and two children.

 

Ann joined the HVADC board in January 2015.
