Through improving equitable capital access and business technical assistance for agricultural and food entrepreneurs, HVADC is committed to presenting programming and lending programs that are inclusive of low-to-moderate income and underserved communities.

Dennis Doyle
Director, Ulster County Planning Department
Dennis Doyle was appointed Ulster County's Director of Planning in April 2004. He also serves as Director of the Ulster County Transportation Council, which the Department is the host agency. He brings 37 years of experience from various aspects of the planning field. Mr. Doyle has extensive expertise in the planning process and associated regulatory environment. He has assisted municipalities, developers, and neighborhoods on issues associated with community and economic development as well as natural resource preservation. Mr. Doyle regularly provides training and technical assistance to municipalities and others in areas that include comprehensive planning, project reviews, transportation systems, and resource protection. He serves on the boards of the Ulster County Development Corporation, Rural Ulster Preservation Company, and the Agricultural and Farmland Protection Board. He was born and raised in Ulster County. Mr. Doyle holds a degree in geology with additional training in city and regional planning.
Dennis joined the HVADC Board in January 2010.
